Meet Andrew McKinnon

Andy was appointed by the by Mark A. Hackel in 2022 to become a deputy county executive. He was the director of Human Resources prior to his new appointment.

Andrew "Andy" Mckinnon was appointed to the position of deputy county executive by County Executive Mark A. Hackel in March 2022. In this capacity, he is a liaison for public safety and criminal justice-related programs and provides oversight for several County departments, including Community Corrections, Emergency Management & Communications, the Juvenile Justice Center, Human Resources and Labor Relations and the Public Defender's Office. He is also the liaison for the County Prosecutor's Office.

Mr. McKinnon began working with the county in 2018 when he was hired as the director for Human Resources and Labor Relations. In this position, he oversaw the daily activities of the department as well as the benefit program and retirement system for the county of Macomb. He also assisted with the overhaul of the County's compensation system through the implementation of a classification and compensation study undertaken by the County in 2017 and not yet implemented when he arrived.

During the COVID-19 pandemic, Mr. McKinnon was a member of the County's response team in the Emergency Operations Center. During this time, he assisted with the response internally with Macomb County's employees and the expectations and requirements to best thwart the pandemic keeping employees safe while continuing to provide much needed services to the County's residents and businesses.

Prior to his career with Macomb County, Mr. McKinnon was employed by Center Line Public Schools as the director for human resources and ultimately as the assistant superintendent for human resources. Prior to that he was employed in the private practice of law, primarily representing school districts and municipalities in labor and employment issues. Mr. McKinnon is a member of the Society of Human Resource Professionals, the State Bar of MIchigan and he is licensed to practice law in the US District Court for the Eastern District of Michigan. In 2019, he was named the Human Resource Executive of the Year by the American Society of Employers.

Mr. McKinnon is a graduate of Oakland University and the Thomas M. Cooley School of Law. He recently relocated from the western edge of the county in Shelby Township to the very eastern edge in Harrison Township where he enjoys boating and all that Lake St. Clair has to offer in every season.
