Rendering of the future Central Intake and Assessment Center

It's more than a jail

Macomb County is advancing criminal justice by building a new central intake and assessment center focused addressing issues correctional institutions are seeing across the country, particularly with mental health and substance use.

As announced in 2023, Macomb County is modernizing its jail. But in many ways, this is more than a jail. It's an opportunity to advance criminal justice by addressing issues correctional institutions are seeing across the country, particularly with mental health and substance use.. By taking this mindful approach, we create a safer and healthier community.

A mindful approach to criminal justice

The Central Intake and Assessment Center (CIAC)
is a transformational jail project which will address
issues correctional institutions are seeing across
the country, particularly with mental health and
substance use. This modern facility will replace the
outdated jail structure and will serve as a national
model for public safety. The groundbreaking initiative will upgrade as a national model, Macomb County’s aging jail system with modern facilities, while providing a safer environment for the community.

The current Macomb County jail dates back to 1954, with four additions made in the years since. The aging facilities no longer meet the needs placed on our criminal justice system. More specifically, these facilities house a growing number of people who are in need of treatment while incarcerated. This transformative approach puts Macomb County at the forefront of assessing every prisoner upon intake and assuring the appropriate placement.

With the fully-funded project estimated project cost of $228 million, Macomb County is demonstrating its commitment to the well-being of its community by utilizing a combination of federal , State of Michigan  and County funding with no tax increases to fund this effort.

Approximately 77,850-square-feet of the existing jail (D-Blocks, Maximum Security, Rehabilitation and the Annex) will be demolished and cleared from the site beginning July 2024. Construction of the CIAC is expected to be complete by mid-2027.

The Central Intake and Assessment Center will be approximately 159,202-square-feet.

There will be 278 additional cell beds in the CIAC, some standard and some similar to hospital environment to emphasize rehabilitation for incarcerated men and women. In total, Macomb County will have 1,178 beds.

Notable facility features:

  • Centralized intake and universal assessment for medical,
mental health and pretrial services at intake.
  • Front-end diversion by the courts when appropriate through
    the assessment center
  • Medical, mental health and detox treatment wings
