By working alongside law enforcement, the courts, community service partners, as well as physical and mental health professionals, we are investing in one of the most transformative projects that will positively impact criminal justice, mental health and substance use concerns for years to come.

Macomb County has the responsibility to ensure there are adequate facilities, programs and partners to meet this ever growing needs throughout our community. From the neighborhoods we live in to the places we work, we see the many challenges that arise each day. This bold capital and programmatic vision will ensure that we work together to build transformational facilities and cultivate adaptive services that will reshape the way we care for some of the most vulnerable residents in the places we call home.

The Project Components

What:
It's more than a jail. Central Intake & Assessment Center services to include medical/mental health/detox treatment funded through opioid settlement funds.

Who receives services:
Individuals incarcerated at the Macomb County Jail

Services Provided:

  • Centralized intake and universal assessment for medical, mental health and pretrial services at booking
  • Front-end diversion when appropriate through assessment center
  • Newly constructed medical, mental health and detox treatment wings allowing for programming to be provided that cannot be facilitated with the current physical building restrictions.

Departments and Project Lead:
Macomb County Sheriff’s Office and Community Corrections

What:
Local residential center that includes Crisis Stabilization Center to treat inpatient mental health and/or substance use disorder needs. Funded through Community Mental Health (CMH).

Who receives services:
Adults (M/F), children (M/F) – to include diversions from jail, local LE, walk-ins, etc.

Services Provided:

  • Community living support
  • Up to 100 bed capacity
  • Skill building
  • Supported employment
  • Case management
  • Peer services
  • Opioid medication assisted treatments

Departments and Project Lead:
Community Mental Health

What:
Provide pre-trial risk/needs assessment on all pre-arraignment cases and provide bond recommendations to the court. Additionally, opportunity for diversion for those with substance use and mental health needs into treatment facilities starting at pre-arraignment stage. Funded through opioid settlement funds.

Who receives services:
All individuals in the Macomb County jail in pre-arraignment phase of their court cases.

Services Provided: 

  • Provides objective information to courts to guide release decision-making
  • Allows individuals who can be appropriately supervised in the community on bond to remain connected to supports, housing and employment
  • More effective utilization of jail beds.

Departments and Project Lead:
Community Mental Health

What:
Funding to fill gaps in existing services for those with identified substance use disorder and co-occurring disorders in order to ensure equitable access to services. Funded through opioid settlement funds.

Who receives services:
Those with mental health and substance use needs that cannot be funded through MDOC, Medicaid or grant dollars.

Services Provided:

  • Supportive housing needs upon release from jail/inpatient placement
  • Residential treatment programming for individuals ineligible for existing funding
  • Support services for specialty court participants

Departments and Project Lead:
Community Corrections

What:
Re-entry services with focus on coordination of wrap around services available throughout county departments and local service providers to establish programming prior to release. Funded through Opioid Settlement Funds.

Who receives services:
Individuals in the Macomb County Jail

Services Provided:

  • Discharge planning from jail
  • Immediate mental health treatment in the community
  • Substance Use Disorder (SUD) services
  • Continued peer recovery services
  • Transitional housing for those ineligible for MCOSA funds or diversion programming

Departments and Project Lead:
Community Corrections

What:
Provide universal assessment of all PA511 (Community Corrections) eligible individuals to ensure sentencing recommendations are provided to the courts in all appropriate cases. No additional funding necessary.

Who receives services:
Individuals who are incarcerated for 14 days or longer.

Services Provided:

  • Assessment of individuals prior to sentencing
  • Recommendations for programming, if appropriate

Departments and Project Lead:
Community Corrections

What:
Expand existing program within Community Mental Health (CMH)for Mobile Mental Health Crisis Units throughout the community, with available support 24/7. Funded through CMH and opioid settlement funds.

Who receives services:
Persons accessing 911 or crisis line assistance

Services Provided:

  • Provide community-based crisis resolution services to individuals experiencing a mental health crisis
  • Provide opportunities for alternatives to Inpatient Psychiatric Hospitalizations
  • Assist local law enforcement with crisis intervention, determination of needs and placement in programming
  • Clinical staff assistance dispatch to act as liaison with Mobile Crisis Unit and other first responders

Departments and Project Lead:
Community Mental Health

What:
Crisis Intervention Training (CIT) for local law enforcement and other first responders to improve awareness of responding to individuals experiencing a behavioral health problem, thereby increasing likelihood of utilization diversion services. Funded through opioid settlement funds.

Who receives services:
Macomb County law enforcement and first responders

Services Provided:

  • Standardized training 4-5 per year
  • Collaboration with service providers
  • Outreach to other county departments and agencies that have a need/interest in CIT
  • Incorporate training on utilization of continuum of services

Departments and Project Lead:
Community Corrections

What:
Development of a Substance Use Disorder Engagement Center. Funded through MCOSA funds.

Who receives services:
Individuals in contact with local law enforcement, emergency departments and self identified.

Services Provided:

  • Provides safety and support for individuals under the influence of substances to provide safety and assist with linkage to treatment and support services
  • Services are provided in a welcoming environment, with a primary focus on evidenced based peer recovery coach services
  • Individuals can stay for up to 24 hours, develop a recovery plan, and link with services
  • Alternative to emergency department or jail when applicable

Departments and Project Lead:
Macomb County Office of Substance Abuse

What:
Individual and group mental health treatment, individual and group substance use treatment, recovery units, detox unit, detox unit programming and detox step-down unit. Funded through MCOSA and opioid settlement funds.

Who receives services:
Individuals not participating in diversion or those who will be incarcerated for some time prior to diversion.

Services Provided:

  • Virtual platform to provide Substance Use Disorder (SUD), mental health, anger management, life skills, etc.
  • Recovery coach program that will transition with individuals to the community
  • Establish re-entry discharge planning staff with same provider

Departments and Project Lead:
Macomb County Office Of Substance Abuse/Community Corrections

What:
Increased availability to Medication Assisted Treatment (MAT) during incarceration to ensure equitable access to services. Includes discharge planning to continue services in the community upon release. Funded through MCOSA and opioid settlement funds.

Who receives services:
Individuals in Macomb County Jail

Services Provided:

  • Recommending to include Sublocade – an injectable version of Suboxone to combat hoarding and contraband issues
  • Includes current CMH-SOR funded MAT program within the jail
  • Includes Wellpath funding for those who are arrested while on active MAT in the community
  • Includes additional funding to expand the program to those who are not CMH-SOR eligible through opioid funds

Departments and Project Lead:
Community Corrections

What:
IT solution for development of case management information system to input, track and generate data reports. Will be funded through opioid settlement funds.

Who receives services:
Relevant county departments

Services Provided:

  • Tracks participants, programs outcomes and funds
  • Data to share with other county providers
  • Data monitoring and analysis
  • Monitoring of inmate status to ensure equitable delivery of services available

Departments and Project Lead:
Macomb County Information Technology 

What:
Administrative staff to oversee funds and programming, consultant fees, clerical support, printing/publications. Funded through opioid settlement funds.​

Who receives services:
N/A

Services Provided:

  • Collaboration with stakeholders
  • Management of finance and procurement procedures and oversight of contracts
  • Data tracking and analysis regarding program utilization and effectiveness
  • Consultant services for program development and implementation
